EXPERIENCE :
 KK has extensive experience in the maritime industry from working on board vessels trading around the world, and working on land in the private and public sectors. Specifically KK worked as:
  • Master on board foreign going vessels, managing, leading and riding them through stormy seas;
  • Port Controller in Port of Singapore Authority;
  • Senior Management Staff of the Hong Kong Sealand Container Terminal, and involved in the planning and operations of the container yard and vessels;
  • Principal Marine Officer of the Hong Kong Government Marine Department;
  • Principal Assistant Secretary of the Port and Maritime Development Board of Hong Kong; and
  • He was responsible for enforcing the Hong Kong Port and Shipping Regulations, the operation of the Public Cargo Working Areas, the Government Fleet and the Vessel Traffic Control Centre, with more than 10 years in planning, development and operation of the port including terminals for passengers, containers, general cargo and LNG.
PROJECT HIGHLIGHTS :
  • Introduced, developed and promoted containerisation in Hong Kong and Shanghai;
  • Commendation received from the then Director of Marine for his significant contribution to the construction, opening and smooth operations of the China Ferry Terminal;
  • Restructured the berth allocation system used in Public Cargo Working Areas, and was commented by the then Director of Marine for his effort displayed in the Management Reform Review;
  • Restructured the Government Fleet Operations.
  • Vetted and awarded tender for the River Trade Terminal; and
  • Planned and developed the Tsing Yi Container Terminals.

Capt. Norman J. Ford

EXPERIENCE :
Captain Ford has extensive experience as a Shipping Consultant, providing marine advice to the LNG industry including marine and cargo handling input to FEED studies for proposed new LNG terminals in North America, as well LNG port due diligence surveys for existing LNG terminals in China, Asia, Australia and Pakistan. Captain Ford also conducts ship condition surveys for Owners, potential buyers and insurance purposes; new berth feasibility studies; trip in tow surveys for important cargo being moved internationally by tug and barge; as well as supervises heavy lift project cargoes.   

Captain Ford also has substantial experience in the LNG, LPG, tanker and dry cargo ship management fields, having held tenure of Operations Director, General Manager, Senior Fleet Technical Manager, HSEQ Manager and Marine & Manning Manager in several occasions. Additionally, he has managed national tanker fleets as well as China’s first LNG tanker fleet.  

Prior to that Captain Ford sailed as a Deck Officer, Chief Officer and Master on primarily gas and chemical tankers.

EXPERIENCE :
A consultant and professor with maritime law background and extensive experience in ship registration, ship operation and marine traffic management, Captain Li has often stood as nautical expert witness in the court of law in Hong Kong to provide expert opinion on ship accident and marine traffic situations in Hong Kong waters.  

Captain Li possesses profound experience in marine accident investigation, including ships collision, grounding and crew injury. Presently teaching Admiralty Law, Marine Insurance and Ship Operation subjects in The Hong Kong Polytechnic University (PolyU), Captain Li also acts - on a part-time basis - as external examiner for the Marine Police’s Navigation and Command Certificate, and as an expert advisor to a marine accident joint forum organized by the maritime authorities of Shenzhen and Hong Kong.    

Previous positions held by Captain Li include deck officer and master of merchant ships, principal ship surveyor and general manager of the Hong Kong Marine Department, responsible for ship registration and seafarer management. Earlier in his career, he conducted flag / port state control survey, ISM / ISPS audits to merchant ships and examiner for master and mates certificate of competency of seagoing ships under the STCW. 

Louis Ko

EXPERIENCE :
With over 40 years of experience in ocean shipping and commodities trading - including ship-owning, ship-chartering, freight forwarding, logistics management, terminal operations, and ports development - Mr. Ko is also a seasoned commodity trader with in-depth knowledge in ferrous and non-ferrous metals, minerals, coal, and coke plus other dry and wet bulk cargoes.

Mr. Ko is a well-versed Independent Arbitrator who has worked in different capacities - including case handler, claimants, respondents, expert witness, sole and co-arbitrator - with 40 awards published and has experience in Law Court hearings and arbitration in PR China and the U.K. Mr. Ko has also acted on several occasions as a mediator on “pro-bono” basis to assist in solving commercial and family disputes.

Furthermore, Mr Ko has extensive and intensive training and experiences in coal and coke mining, explorations, and transportation and he even held the position of “President Commissioner” of PT Cigading International Bulk Terminal (CIBT).  Mr Ko also worked in many ports in PRC for business development and pioneered in environmental protection in the field of loading / discharging bulk cargoes.  The multi-international companies that had the benefit of his services included Sea-Land Services Inc., American President Lines, Scanwell Air Freight Inc., Metallgesellschaft AG Germany, Stena Metal Inc., New World Group, UPS-Supply Chain Solutions. And other privately-held business ventures.
PROJECT HIGHLIGHTS :
  • Project Leader to review a worldwide logistics company from commercial perspectives on all joint-venture or agency agreements and help to extricating from undesirable business positions.
  • Starting from multiple parties negotiations on build-own-operate-transfer of PT Cigading International Bulk Terminal - a state-of-the art coal terminal in Port Cigading, Indonesia.
  • Exploration and exploitation of steaming coal in Kalimantan Indonesia to identify sea transport and trading risks.

EXPERIENCE :
A maritime career spanning over approximately 40 years had adequately equipped Mr. So with in-depth knowledge, strong professional skills and solid work experience in ship design, ship survey, public administration, resource management and policy formulation. The career began when Mr. So assumed the role of Naval Architect heading the Design Office of a renowned local shipyard for two years.   It continued with his joining the Marine Department (Hong Kong Government) initially as a Surveyor of Ships, and subsequently upon job promotions, Senior Surveyor of Ships, then Principal Surveyor of Ships (General manager), and for the last 7 years of his public service, as Assistant Director of Marine.    

Mr. So's goals had been to perform at his best and contribute towards the maritime industry during his period of public service.  A case in point is through the efforts Mr. So made in 2000 to adjust his marketing strategy, and identify quality shipowners in the Greater China region, the HKSAR was able to attract renowned companies in putting their ships in the register thus maintaining a significant growth in tonnage. Furthermore, Mr. So's dedication and pledge for excellence had been duly recognized by business associates in the maritime industry, thereby fostering admirable trust and establishing close connections.  

Mr. So's pledge to serve and contribute for the benefit of the public had in fact been extended to include voluntary services.  He had therefore served for many years, in the capacity of Chairman for the Institute of Seatransport, the Hong Kong Senior Government Officers Association, and the Chinese Academy of Governance H K Alumni Association, as well as a member of the Hong Kong Marine Industry Council (Government Appointment).  Currently,  Mr. So is still the Convener for the Hong Kong Maritime Forum, the Advisor for both the Hong Kong Senior Government Officers Association, and the Chinese Academy of Government H K Alumni Association. 

Since 2019 after Mr. So's retirement, he has been operating his own business.  In offering a diversity of maritime services, Mr. So has the same whole-heart commitment, and the same core values which are to strive for excellence for the benefit of the people he serves.
